(13-08-2025) Only 4% of miners whose process in the Comprehensive Mining Formalization Registry (REINFO) concluded have filed appeals for reconsideration before the Ministry of Energy and Mines or the Mining Council. This was stated by Energy and Mines Minister Jorge Montero during the International Symposium on Mining Technological Innovations (SIITMIN), held at the auditorium of the Peruvian Institute of Mining Engineers (IIMP).

He confirmed that the deadline for formalization for 50,565 titleholders ends on Monday, June 30, as established by Law 32213.

“They were not excluded arbitrarily; their formalization period simply ended according to the law. This government even granted a one-time extension for other cases, in line with the regulation”, he said, adding that the low percentage of appeals shows that the process is being carried out correctly and with clear criteria.

“If it were 20%, I’d be worried; if it were 50%, I’d resign. But it’s 4%—a goal. We aimed at the right spot and hit the target”.

He also highlighted that 31,560 REINFO titleholders received an exceptional extension until December 31, 2025, to complete their process. This represents approximately 1.5 million people connected to small-scale and artisanal mining, including young workers who are mostly off payroll, lack health insurance, and work without minimum safety conditions.

“We are working for them too. They are not just numbers; they are people who deserve protection and rights. We move forward with everyone—large, medium, and small—but with fairness, because the law is for all”, he said.

The minister stressed that formalization not only regulates economic activity but also has a social impact, as it improves the quality of life of thousands of workers. “It is about integrating them into a system that provides security, health, and stability. We cannot allow them to remain anonymous, without legal recognition or protection”.

Finally, he emphasized that formalization is key for artisanal and small-scale mining to access financing, broader markets, and improved environmental and safety practices.

“This is long-term work, but the progress we have made in reducing conflicts and organizing the sector is evident”.
