(17-07-2025) In the absence of the ministers of Energy and Mines, Economy, Environment, and Culture—who were expected to attend—the Energy and Mines Commission of the Peruvian Congress rejected the draft law on Small-Scale and Artisanal Mining (MAPE Law) with 12 votes against, 5 in favor, and 1 abstention. Only the Deputy Minister of Mines, Isidoro Ibarra, was present.

The draft law proposed modifying the special formalization regime for the MAPE sector. However, experts pointed out that it retained the current conditions of the current REINFO system, failed to alter access requirements, and did not enforce formalization standards—thus continuing to allow informal mining. The proposal included changing the name of the current registry from REINFO (Integral Registry of Mining Formalization) to RENAPMA (National Registry of Small-Scale and Artisanal Mining), without changing its core structure.

Meanwhile, protests by informal miners took place in various regions of the country. In Lima, miners affiliated with the National Confederation of Small-Scale and Artisanal Mining (CONFEMIN) demonstrated outside Congress. Some members of Congress requested reconsideration of the vote, which will be evaluated in a future legislative session.
